What instant does the converter use?

The date and time you enter are read as wall-clock time in the first zone. The result is that same instant written in the second zone.

Why is the New York to Los Angeles gap three hours in winter and in summer?

Both zones change clocks together. The difference between America/New_York and America/Los_Angeles stays three hours. Each city’s UTC offset still moves by one hour.

What happens without Intl time-zone support?

The converter does not invent EST = UTC−5. It tells you the browser cannot read IANA zones and stops there.
